Rockstar have released the final updates to the Los Santos & Blaine County Travelogue and announced when PSN customers can pre load the GTA V.
The final updates are: Lovely Accomodations, Sightseeing & Celebrity, 24-Hour Convenience Stores and Opportunity for the Upwardly Mobile.
The first new section shows each of the characters outside their respective homes and the last two seem to be centred around the heist part of GTA V. Showing various stores, including one being robbed at gunpoint, and the latter showing CCTV images of robberies in progress.
As for when PSN customers will be able to pre-load:

Pre-loads are unavailable on Xbox 360 because the Microsoft system doesn’t cater for day-1 digital releases. Though Sony’s system isn’t without it’s problems. After all, it was through PSN pre-loading that more details of GTA V, especially the soundtrack, were leaked. Whoops.
The teasing is over ladies and gentlemen. Not much longer to wait now.
